Kansas Gov. Kathleen Sebelius today named Johnson County Judge Steve Leben to the Kansas Court of Appeals. Leben, known as a liberal politically, follows a philosophy of judicial legislation as opposed to strict constructionism regarding the U.S. Constitution.

Michael P. Schaefer, 58, agreed to the sentence — which was twice as stiff as sentencing guidelines recommend — as part of a plea agreement with Johnson County DA Phill Kline. The DA alleged that Schaefer had taken almost $10 million from 150 investors nationwide in a land development scheme.
